Ohio EPA public hearing: Raccoon Wastewater Plant at Moots Run

Ohio EPA is seeking public comments on an application from Licking Regional Water District for a wastewater discharge permit, also called a National Pollutant Discharge Elimination System (NPDES) permit.
Licking Regional Water District plans to build the Raccoon Creek Wastewater Treatment Center to meet anticipated regional demands from new manufacturing, commercial, and residential developments.
Licking Regional Water District applied for a wastewater discharge permit in 2024. Ohio EPA hosted a public meeting for that application on July 16, 2024. Based on public comments from the first hearing, the application was revised and resubmitted, prompting another review and comment period.
The proposed facility would discharge an average daily flow of 3.0 million gallons per day (mgd). The facility would discharge to Moots Run, upstream of its confluence with Raccoon Creek. The permit limits the quantities of pollutants that can be released and imposes monitoring requirements and other conditions.
